Chief Executive Officer

Anita Humphreys – September 2018 to Present

While Ms. Humphreys has only been the CEO for a few short months, she has been with ETCHS since 1990 as the Chief Financial Officer. She demonstrates a consistent record of unqualified audits in accordance with GAP, circular A133 and meeting all grant/contract-specific audit requirements. Ms. Humphreys has been instrumental in the growth of ETCHS through leadership, supervising all human resource, billing, accounting, and IT personnel.

Ms. Humphreys holds a B.B.A. with Major in Finance from Stephen F. Austin State University and numerous grant/contract-specific training certifications.

Chief Financial Officer

Paige Murdock – 2018 to Present

Ms. Murdock has served ETCHS since 2007 as an accountant, performing all the duties that come with the position. Before joining ETCHS, Ms. Murdock worked as a CPA at George Clark & Associates, LLP from 2005 to 2007 and as Senior Internal Auditor/Financial Analyst/General Accountant for Lufkin Industries, Inc. from 2000 to 2005.

Ms. Murdock received her B.A. from Stephen F. Austin State University in 2001, her Master of Professional Accounting from Stephen F. Austin State University in 2001 and became a Certified Public Accountant in 2004.

Chief Operations Officer

Amelia Commander – 2024 to Present

Born and raised in Nacogdoches, Amelia is deeply connected to her community and committed to giving back. As a mother of three, she instills in her children the same love for their hometown and journey reflects continuous growth and a passion for making a positive impact.

Amelia joined the company in April 2024, bringing a versatile background in administration, healthcare, sales, and management. Her career highlights include strong client relations, project management, and team leadership.

She holds a Master of Healthcare Administration (2023) and a Bachelor of Science in Healthcare Management (2018) from South University in Savannah, GA, and an Associate of Applied Science in Respiratory Care (2008) from Angelina Community College in Lufkin, TX. Her academic achievements are complemented by active community involvement.

Deputy Director

Nicole Lamb-Menz – 2021 to Present

Mrs. Lamb-Menz has served as the ETCHS Deputy Director since 2021, performing all duties that come with the position. She also serves as the organization’s Risk Manager. Previously, she worked for Texas Health and Human Services Commission in roles such as Region 4 Supervisor for Regulatory Services, Program Supervisor- Unit Director at Rusk State Hospital, and as an Associate Psychologist at both Lufkin and Mexia State Supported Living Centers.

Mrs. Lamb-Menz received her B.A. in Psychology from The University of Texas at Tyler in 2007, her Master of Science degree in Human Services specializing in Counseling Studies from Capella University in 2009, and she is currently enrolled in Capella University’s Human Services Doctoral Program with a focus on Leadership and Organizational Management.

Chief Medical Officer

Rodrigo W. Sotillo, M.D., FACP– 2016 to Present

Dr. Sotillo is an ABIM-certified, Spanish-speaking physician with extensive geriatric care experience. Before becoming ETCHS’s CMO, Dr. Sotillo was a physician for Baylor Senior Health Network, a faculty associate in General Internal Medicine at UT Southwester Clinical Center, and was Medical Officer at USA MEDDAC Gorgas Army Hospital in Panama City, Panama.

Dr. Sotillo attended medical school at the University of Panama before his internships at Santo Tomas Hospital and Marco Robles Hospital in Panama City, and Mount Sinai Hospital and Medical Center in Chicago. From 1987 to 1988, Dr. Sotillo was a clinical instructor at Mount Sinai and from 1995 to 2004 was clinical instructor at UT Southwestern Medical School in Dallas, while working at Parkland Memorial Hospital (Dallas County Hospital District).
